The Urban Development Department–2 (UD-2), Government of Maharashtra, is responsible for urban governance, municipal administration, civic infrastructure development, and fire and emergency services across the State. The Department plays a vital role in strengthening urban local bodies and ensuring planned, sustainable, and citizen-centric urban development in Maharashtra.
Maharashtra is among the most urbanized states in India, with a significant proportion of its population residing in urban areas. Rapid urbanization has increased the demand for efficient civic services, infrastructure development, urban planning, environmental management, disaster preparedness, and improved quality of life. The Urban Development Department–2 functions as a key administrative department to address these emerging urban challenges through policy formulation, implementation of development programmes, institutional strengthening, and service delivery reforms.
The Department administers and coordinates the functioning of Urban Local Bodies (ULBs) across Maharashtra through the Directorate of Municipal Administration (DMA). The Directorate supervises Municipal Corporations, Municipal Councils, and Nagar Panchayats and supports them in areas such as water supply, sanitation, solid waste management, public health, urban infrastructure, e-governance, municipal finance, and urban reforms.

Statutory Authorities & Directorates
Directorate of Municipal Administration (DMA)
The DMA functions as the supervisory body for Municipal Corporations, Municipal Councils, and Nagar Panchayats, supporting them in water supply, sanitation, solid waste management, public health, urban infrastructure, e-governance, municipal finance, and urban reforms.
Maharashtra Fire & Emergency Services
Functions as the nodal agency for fire prevention, life safety, fire audits, emergency response, training, and implementation of fire safety regulations across urban areas of the State.
Nagpur Improvement Trust
(NIT)
Functioning under the administrative control of the Department, NIT is engaged in urban planning, housing, infrastructure development, and implementation of development schemes in Nagpur and adjoining areas.
